House of Representatives Addresses Highway Trust Fund Shortfall On July 24, the U.S. House of Representatives passed an $8 billion Highway Trust Fund relief package. The trust fund, the primary vehicle for financing the nation’s interstate and highways, is projected to have a $5 to $6 billion shortfall by the end of 2009. The legislation, “The Highway Trust Fund Restoration Act,” restores $8 billion from the General Fund to the Highway Trust Fund, largely dependant on gasoline and diesel fuel taxes – specifically 18.3 cents per gallon of gasoline and 24.3 cents per gallon of diesel fuel.
	The Soy Transportation Coalition is comprised of seven state soybean boards, the American Soybean Association, and the United Soybean Board. The National Grain and Feed Association and the National Oilseed Processors Association serve as ex-officio members of the organization.
