Mileage Tax Program Being TestedThe federal government is commissioning a fall 2008 study to road-test a satellite technology system that could, in the future, replace the current per gallon gasoline tax with one that collects taxes on miles driven. The $16.5 million “Road User Charge Study” will enlist drivers in six states to install global positioning systems in their vehicles to track the number of miles driven for an eight-month period. A fictional per mile tax would, in turn, be levied on the mileage. “The gas tax is not going to be a viable way of funding our highways in the future,” explains John Kuhl, a University of Iowa professor who is directing the study. “The national Highway Trust Fund is already going broke, and the situation is going to get worse.” Gas tax collections are diminishing as cars become more fuel efficient and as Americans drive less during periods of increasing oil prices. In addition to testing the system’s ability to generate adequate revenue, it will test drivers’ concerns about privacy since the technology will gather information about where people drive.
